At 2:43 PM on a Wednesday, Senator Mike Lee (Utah) walked onto the Senate floor and handed Vice President J.D. Vance a six-page procedural document that changed everything. Vance read it, conferred with the Parliamentarian for 22 minutes, and issued a ruling that bypassed Senator John Thune's (S.D.) scheduling authority entirely - using a constitutional power most senators didn't know the Vice President had. The Save America Act now has a motion pending on the Senate floor that Thune did not authorize and cannot simply ignore.
