Senator Thom Tillis (N.C.) just did something retiring senators almost never do. He named a name. On the record. No hedging. No background sourcing. Tillis was one of the original four Republicans who have blocked this bill for 18 months. Now he is the one declaring it dead and naming the Majority Leader as the cause.
